The bell curve is something associated with the normal distribution in statistics.
The μ is the average also known as the mean. (Because the normal distribution is symmetric, the mean is also the median means 50% will be below the mean and 50% above the mean).
The σ is the standard deviation. That's complicated to explain.
But you can see from the curve that over 68% of whatever you are measuring is within the mean.
So, in other words, a little of 2/3rds of whatever you are measuring will be within one σ of the mean.
Lots of things that you can measure have measurements that are distributed with a similar curve.
Here's a real-world example:
The heights of men and women from all over the world.
We see that the median height of men is 5' 10" and the median height of women is 5' 5".
Now, a hotness scale is not really a good measurement.
For instance, suppose I look at you and think "Wow, she's a righteous babe! She's a 9!" but then another guy says "Dude, you're smoking weed. She's a 7 at best... and that's with 2 beers in me."
So, what are you? A 7 or a 9?
You might need thousands of guys opinions before you can get an "accurate" reading on your hotness.
Similarly, hotness of women overall? How is that distributed? If the bell curve really applied then 5 would be about average, but many men actually skew higher meaning they will rate most women as above 5. So, that tells us that the bell curve overall does not really apply.
But, keep in mind, it's all subjective and different people measure hotness in all sorts of different ways.
