If you ask a girl out and she says that she's in a relationship and she really is, and at a later date she ends up single again is it ok to ask again?

Obviously any decent person will turn you down if they are seeing someone, but if that person ends up single, is it considered harrassment to ask once more?

Is saying no thank you I'm in a relationship always the same as saying no thank you I'm not interested overall?

I have told women that approached me that I was very attracted to that I was currently in a relationship. I would have pursued her if I was not. The "in relationship" does not mean, "not interested".
