It doesn't matter whether you call It "cheating." The important question is whether it violated their partner's trust. That question is usually answered by looking at whether it was done openly or in secret, behind the partner's back.

Cheating is any action you would need to hide from your partner because u know ot would hurt them if they knew

It's disrespectful, but I wouldn't call it "cheating" unless something actually happens between the two (Kissing, sexual acts, sending nudes, etc)
