I've been in flirty contact with a guy for a couple of weeks. We met and went for a walk yesterday. We sat on a bench and he kissed me after a while. I'm kinda shy so not too much kiss. He then kissed my neck once and very clearly smelled my neck and hair. It almost seemed like he was gibbering to touch me more than he could. I'm not quite sure wheter its alarming or sweet?

No, not a red flag.
You kissed, so ofc he wants to touch you more, that on it's own is not cause for alarm, if you like someone then you probably like their smell too.
I think we sound the alarm way too much these days, he's probably not dangerous, so if he's being pushy then signal or tell him that, if he still goes on too fast then that gives cause for being more alarmed.

TLDR: Rantwarning.
If men are to learn the nuances of being smooth (that which none teaches), then they must be allowed to fail without girls pointing them out to be 'potential rapists' or dangerous.
Failing and being ashamed is punishment enough, no need for a mob or a swarm of bad rumors following them around.

On the other hand, it's a part of being a man in modern times to constantly be bombarded with accusations of this and that and maybe those that can't take the pressure of society on their lonely shoulders need to become more numb and stoic, because that's what it does. If they get through it, that is. Otherwise they'll just fade into the background.

Sorry, this is a rant, I get that maybe you wouldn't go this far, it just needed to be said.

I think you're the only one who could decide if it's sweet or alarming as your latter would be true if he misread your body language and the signals it was giving off. You set the boundaries of what you feel ready for so if you feel like he's moving too fast physically, be upfront with this guy about that.

There are lots of women that go on dates exclusively to get free food so less guys are doing that now. They aren't there to get to know the guy, or even interested, just there for the food so guys are countering this by going for walks or taking her for a coffee instead.
