It means he's trying to get to know you first before giving you his number-

I don't see the issue with that. Heck, most women do that, at least I do. That way he's not giving his number to some random creep, stalker, or someone he doesn't want to invest his time or energy in (no offense to you of course).

Just be patient, get to know him, and see where things go.
