Okay so the things that are most important to me are personality traits. Being kind, respectful, not too pushy, and things of that nature are what draw me to a guy. Just being a gentleman is sexy to me. There are other things like having good manners that go a long way as well. As for where to meet girls, find some things going on in your area. I am sure you have events, especially in the summer that you can have fun at. Go with a group of friends and mingle with people. You never know who you might meet and hit it off with.
