My best friend tries to sleep with every guy I date. Sometimes it’s in a roundabout way or behind my back, and sometimes she asks me if she can. It seems as if she’s not happy with the guys she dates. Because she’ll try to cheat on whomever she’s with with the guy I’m dating. This always happens and then she gives as excuse to why she can’t help it. What’s her issue?

She's competing with you- that's her way of trying to "one up you" or see is she as attractive or sought after as you are. Unfortunately, there are some women (and men) out there that do that to their "friends." I use the term friend very loosely because I don't consider people that are insecure and weak enough to sleep or try to steal your dates a friend.
That's just catty and messy on her part, not to mention immature: you need better friends. Even better: stop telling her who you're dating so she won't feel the urge to go after said guy.
I would not see her as a friend let alone a best friend because friends do not do that crap
She lacks self-confidence and feels it's important to compete with you. You can't change her but you can change who you have as friends.
