This is a raw charisma and intent thing. I feel confident if I angled the question, didn't concern myself too much about where things will go, I could probably get 5 yes answers just cold approaching as an average.

But that assumes so much. Going out because hey, you're new in the city, they seem cool and you didn't feel like eating alone so its phrased as you buying dinner and they sharing things about the city? High enough success. Likely to work just fine if you come across as a generally good person. Basically dinner for dinner company.

If its clear you want to go home together as the goal? Very different.
