At the library maybe. It will probably be random because they aren't demanding attention on social media.

You can't because they stay indoors or away from people...
It would be better if you got yourself someone that is an extrovert or ambivert. One of you have to take the initiate. If you're both introverts then nothing will happen because no one is making the first move, unless you step out of your comfort zone.

Maybe at the library, church, park I don't know. Internet perhaps?

Are you an introvert? If you are then I'd suggest that extroverted or at least ambivert girls would actually be a better match for you.
