Dealing with a guy who has now ghosted me twice?

This guy is my brother’s best friend, and the first time we ever met we connected. Now at that point I was in a relationship and we just were good friends but by the way we look at each-other you can feel the chemistry. After that we’d see each other here and there when my brother and him would hang out. Nothing more. Fast forward 3 years and I’ve had my daughter he got in a relationship, and the girl is horrible to him, I also am with my child’s father. We went out for my brothers birthday and she was treating him horrible and me and him were just talking but so into one another (again nothing came from it). So I find out him and her broke up and my brother informed me that he told him he really liked me and wsnted to know if he’d be okay with us talking. My relationship had been bad and we just started to talk, so after a couple weeks I see he blocked my number. I just left it alone and found out her and him were together again. So now here we are forwarded months after January (my brothers birthday) and he reached out to me… we have been talking daily , seen each other, kissed, and he went down on me. & again talking daily but then he stopped talking to me… he apologized and told me it’s been hard on his kids since her and him broke up bc of their relationship with her daughter. So we again talked some more and were good and he ghosted me AGAIN!!! now he does have ptsd also from the military , but he talks to my brother every day. I look at all our messages and just how we are and I know he’s into me. He has said before he had a lot he’s going through and his life is a mess. But I don't know what to do at this point, I really care and think we would be great together but I’m hurting because he just keeps going silent on me. I have no idea what to do anymore?
