Believe it or not, some people make better friends than lovers/partners. So no, it's not unusual for someone to stay friends after a breakup-

As to why they would want to? That's their [wrong] choice. I personally wouldn't stay friends with an ex, but our relationships also ended poorly, nor would I want to be with them again. Some people are able to break up, and separate dating and friendship- but they BOTH have to be willing.

Like I said, I wouldn't do it, but they might make good friends! I understand you being apprehensive about it, but you could ask him? Better still, express your concerns with him about it. He won't know unless you tell him.
