Depends on what skin you’re showing as well as the intentions behind it. If your intentions is because it’s hot or because you’re going swimming, or because it’s comfortable. That’s a lot different then wearing something with the intention of getting sexual attention.

Obviously showing certain parts of the body is inappropriate for many reasons. Unfortunately both perverted men and perverted women ruin things for everyone. It’s just as much women's fault who intentionally solicit that type of attention as it is men who think everything is sexual.

It's dependent on the context. When it's very hot, or you're swimming, it makes sense to wear less (even barely anything at all). Although you need to use sunscreen to protect against sunburn. But at a business meeting you should be mostly covered. And most situations are somewhere in between.
