Well it depends what else is going on. First of all, a gal should never initiate a chase unless she's ok with the consequence of carrying the brunt of the effort for a while.

1. If she's been chasing him and he hasn't been putting any effort in then pulling back won't do anything.

2. If they've been showing each other a few signs of interest and she pulls back A LITTLE then he might come around and increase his signs of interest, HOWEVER that doesn't mean the gal gets to sit back and do nothing.
