Face -> Clothes -> Hair -> Ass in that order.

Face is your natural identity. It's the easiest thing to distinguish you from others. So, that's the first thing I'll notice. Good face triumphs everything.

Then it's your clothes. While your face is your natural identity, your clothes are your characteristic identity. How you carry yourself. It's how you decided yourself to be. Your style tells a lot of about you.

Then I notice hair. It's a mix of your natural and characteristic identity. It can make or break your whole look.

And finally the superpower of the callipygous entity.

Given that I’m not a hormonal teenager , some libidinous letch , or gooner strung out for his next “fix” of porn-hub I tend to notice subtlety what may set a woman apart. A confident walk or smile , a laugh , the way a woman holds herself etc.
My attention can easily be stolen by those women that dress to be noticed , after all I’m a red blooded male and make no apologies but I don’t look anywhere in particular and never have.

Checking a woman out sounds cheap , always has done. Her form is one thing but its who she is that generally leaves an impression on me

It's so random.  Since I can find myself observing everyone, I can only answer with a list of questions. Is it a man, a woman, a child, an elder? Do I find them beautiful, ugly, am I looking in terms of beauty at all? What do I feel in this moment? Am I watching consciously, unconsciously? Random all the way lol

The primitive sex circuits just above my brain stem have probably decided that before I have consciously noticed her. It might be waist, might be breasts, might be legs, could be hands and fingers.

If she is in the middle distance you see her in planar 2D so waist. Nearer you see more in 3D so you might like her breasts. I always check the bits I like best and that can be any part of her body.

Depends on distance and if I see them from the front or back. If it's the back, then the first thing is the hair. If it's from the front and up close, the first thing is the eyes and face. If it's far away, the first thing would be either the hair or her chest.
Sometimes someone has a feature that is striking and I notice that first even if it's not my usual

It depends on what I'm presented with, first. Hair, face, smile, eyes, legs, ass, tits or even personality.
One time, I met a girl that seemed to go out of her way to look ugly: bizarre make-up, scraggly hair, she was fat, had a voice that could peel paint and she smoked clove cigarettes, about 2 packs a day!! What attracted me to her was her personality! She was a VERY sweet girl!! Just MY luck, she already had a boyfriend!!!
