The core issue with harassment is a lack of respect and a sense of entitlement. A person who is inclined to harass someone is likely to do it regardless of who made the first move. They can still harass a woman who initiated contact if she decides to stop talking to them. This idea is riddled with holes.

You know i was going to agree but i think your right here. I might counter that women will sometimes consider harassment to be unwanted attention from someone they don't find attractive. in which case i bet if it was the norm for women to approach that would get cut way down. But i don't think that really fits any real definition of harassment and would be in bad faith.
Men sometimes accuse women of harrassment also.
I wouldn't ever do that so I'd never get any dates.
