Is it reasonable to not ask out women due to that risk of them feeling harassed?

It's not reasonable. It's paranoid. Harassment means not taking no for an answer, being creepy and intimidating, or touching a stranger without her consent.

When in doubt. DON'T ASK! That's my philosophy. I feel no pressure to ask a woman out EVER!
The burden falls upon HER to convince you to ask HER out. If you are not compelled to ask her out (and she wants you to) that is HER FAILURE, not yours.
