I don’t know what she’s texting you… context matters. Any legitimate interest that’s two sided is mutual effort. Meaning you’re both showing effort. Not just one person doing all the work.

If you want to make plans. Make plans… If she is interested she will either agree to those plans or if she’s genuinely busy will make a effort to find a time to hang out.

It’s possible in some cases that someone’s texting you not to mislead you but they’re genuinely bored and wanting someone to talk to. It can be more malicious. Such as on the lighter end just wanting attention. On the heavier side getting off to wasting peoples time to validate themselves but never following through with plans.

You will see those people they are typically cowards and will just string your along. If you’re going a time making effort and not getting much back. Cut your losses and move on.
