I think "if she wanted to, she would". It's been my experience that when a woman is truly interested in a guy she will move heaven and earth to put herself in that guys field of view. And if he's not taking the hint will eventually talk to him ask him point blank. Some women won't some women will ONLY hint. But they're not really that interested in him then, now are they.

My advice man. There are 4 billion women on the planet. There will be another woman along. Don't worry about the ones that really don't want to suspend their pride/ego. Focus on the ones that do.👍💯

absolutely not. The best connections are made when nothing needs to be said overtly. When two people are comfortable interacting, both sides are getting the hint things are usually gonna progress naturally without some kind of official declaration. Making official declarations almost always comes off really clumsy and awkward and makes shit weird.
