Yeah, it says that he's shy and probably afraid of rejection. Why don't you go up to him and ask him out? Do you both have lunch at the same time? If so, go to where he's sitting and ask if you can sit with him. If you get the chance for just about any reason, touch him. Like, if you're both talking and he says something that makes you feel strongly (good or makes you laugh), put your hand on his when you feel that. Ask him if he'd like to have some of what you're eating. Or if you can have a bit/sip of what he's got. Basically, show him that you like him, too and he'll eventually get up the nerve to ask you out.
This is a HUGE reason guys don't ask girls out!! Especially if she's really pretty!! "No, there's no chance she'll ever go out with me! Look at how pretty she is!! She probably already has a boyfriend and several more waiting in line for their chance with her!" Chances are, she DOESN'T have a boyfriend and would LOVE to go out with him! Maybe she even thinks she's ugly BECAUSE nobody will ask her out when, the exact opposite is true!
