Most of the time, it probably means just not the guy she is saying it to. If it's just plain too soon after the previous one or she has too much other stuff going on at the moment and can't give a relationship the attention it would need to make it work, we do actually mean that sometimes but of course if you meet someone amazing you're really into instantly, it's almost impossible to say to them you're not ready even if you don't think you are.

I know someone who also wasn't ready for a relationship after having gone through a breakup, but if a really nice guy shows up that captures her heart she'll not lock him out of the opportunity.
