Does friends with benefits always mean they think they can do better?

When someone makes you a friends with benefits or won’t commit to you, it’s usually because they think they can do better than you. My (platonic) guy friend argue that that isn’t the case, but honestly these “I’m not ready”, “I’m not over my ex”, etc. excuses would cease to exist if they actually liked you. The person is holding out for better and doesn’t mind hanging out and sleeping with you until that better person comes along.
