Hmm that is hard to tell. If you want a definitive answer I will lean towards that he is not interested and that was his way of politely rejecting. That is the tone I get from it and the way that I would have taken it.
You have to look at it as if he had the same feelings he would be telling you just like you told him and equally enthusastic. That is why I think it is his way of saying no thanks and that you can still be friends.
