She says she doesn’t want a relationship, so why does she keep pursuing me?

We been on 9 dates she's indian girl and we knew each other since march, but we met only in June. Since first date we walked to my car holding hands, she mentioned on first date she feels there is good vibe , on all they dates she never rushed to go home. staying with me in my friend place till 5 in the morning, spending almost 3 days at my home cuddling, sleeping with me in one bed, giving me a gift a camera she didn't used Canon, paid for my water park, used to initiate where we met her self, we spent almost 9 hours in water park. But since day 2 she was saying i am not looking for relationship because everytime i start to like someone i get hurt, and used to joke sometimes you can get my sister.. i used to turn it to joke. But after the cuddling part at my place she started saying about meetings we shall see or ignore invitations and later mentioned she dont wanna give me false hope and afraid if won't work out she might hurt me. So although we said we won't met for now we met on Saturday and we had intense conversation about qhere we stand and she mentioned same thing about relationship and that i should find other girl, that now its to late when she wanted relationship in march. Although the evening went well we went to restaurant she stayed till night not rushing to leave. After this conversation she pulled away and for 3 days when i used to message her she used to write little and leave me on seen or just like.. and after two days i stoped messaging than she messaged me, she talked a lot sharing about common friend and than dryed again and stopped than i didn't messaged her again and she reached out , but taking 9 hours to replay and clearly something change but why she keeps messaging me?
