It depends on the subject. For example, during the term before I sat my UK A-level in maths, our teacher handed out a few practice papers. We worked through these and then had a second lot. This went on right up to the exam. When it came to the exam, it was really a doddle. There were a few cases of exam nerves, but that's to be expected.
For other subjects, it's different. Find somewhere quiet and read your notes aloud. Another trick is to try and think in any languages you're learning, translate what you see around you.
There is one overriding factor. There were 2 or 3 subjects I hated at school, so no matter how much I read my notes, it went in and straight out again as you describe. This was because I had no interest in them whatsoever.

yea it happens. try associating things with images. When you think of things in your head, they dont usually appear as sentences... they appear as images to yourself. So if you can attach more images and colors to your notes, you'll remember more of it
I have this exact problem. My best study tip is to highlight and reread. Highlight only the important concepts. And reread it once you highlight. Then go back through and reread ONLY the highlighted sections. If you are working on key terms or vocabulary, I LOVE flashcards. Not only writing on the flashcards helps you remember, but you can play little review games. And don't forget to take your time.
When I go into new subjects and study for them, I find rewriting everything multiply down and having the info spread along my main wall helpful or all over my wardrobe door if thats where you look the most. I resulted on my books and having new info on each page and the books cover on a post it note. always seemed to help
If it's like a set of facts or a formula I make up little stories or songs for them. If it's a time line I draw pictures and if it's like biology I draw diagrams and basically talk myself through everything. What are you studying?

Its easy it happens every time I tried to remember Anatomy but now its very easy just read the topic with attention and try to construct the 3D image of the topic in your brain , construct the pathways connecting information and facts , take concepts if its literature then cram the whole shit down, do it as hard as you can.
I write them down again, that makes it stick in my mind a bit more than just reading them. I try and quiz myself or get others to quiz me too.
When you read something, look away from the page and repeat it a few times. Then when you move on to the next page, quickly repeat the things from the previous page in your mind.
For me it's easier to write down what I'm supposed to remember
Reread your notes and remembering what have you learn at school
Copy your notes by hand more than once. It helps you remember. Also try speaking them out loud -- reinforce the learning with multiple senses.
Re writing it myself or saying them out loud helps me
