Was I wrong for asking?

So we have a new director and scheduler. Whenever someone is asked if they can pick up a shift last minute they're offered an incentive. So I asked them will there be an incentive for these picked up shifts. The director simply replied ," At this time we are not offering incentives because over the next two weeks I will be trying to provide pay increases to employees ".
Was I wrong for asking?
I wouldn't have asked anything. I would've just covered the shift. You seem problematic
You don't know unless you ask. I don't see any harm in asking

I don't know who selected A but a closed mouth doesn't get fed. I feel a lot better today. I was stressed out yesterday so every little thing bothered me
