Direct questions such as "where is the toilet? " get straight to the point.
However when approaching a stranger it's better to open with an introduction such as "Could you tell me... " as it sounds less demanding or like an order. It also gives them a chance to focus on you before the real question starts. It's a bit like knocking on a door before entering.
You'll hear these in various forms before the actual question. Some can be long-winded like
"excuse me, any chance you could tell me?
"I don't suppose you know? "
Or if you're in a tourist area "excuse me, are you local?" is very common
you already noticed, the verb moved.
