The English word might be "vulgarian" - an unrefined person, especially one with newly acquired power or wealth..
Tuhao roughly translates as “crass rich,” since “tu” means uncultured and “hao” means bold or bullying.
Internet users in China define “土豪 (tǔháo)” as “uncivilized splendor.”
The word originally referred to wealthy people from rural areas that lacked “taste.” Now, it refers to “rich” people who like to show off their wealth.
To call someone “土豪 (tǔháo)” is to imply they come from a poor peasant background and have made themselves rich quickly, but don’t quite have the manners or sophistication to go along with their money.
To spend money like water, have garish tastes and lack 'good' cultural traits and sophistication.
Rich but vulgar.
Nouveau riche.

It is social phenomenon. I just find it, maybe others would say wo you have much money to buy it that poor can afford too. then the clothes price raise only nothing change.
There's no single English word for that concept.
