Just been offered a job in this city with a similar salary and moving allocation as well as same benefits package as

but am currently in this one after 10 years of living here with a wife and house.

Cost of living is slightly lower in the top one, weather significantly drier but colder in the bottom.
What would you choose?

Average salary in the top is about half that of the bottom. Cost of living in the top about 15% lower, climate is maritime in the top and sub-arctic in the bottom (warm dry summers, cold dry winters).

NO, same salary but local average salary (indication of cost of living) in top is half that of top. Bottom is expensive lifestyle versus cheaper slightly in top.

There's a substantial moving allowance and they support to find a place of your own but no one is gonna pay for that.

There are other factors but I wanted a general opinion of warmer generally but also wetter (top) versus dry but cold winter (bottom) and expensive (bottom) versus a cheaper (top)
