Is it normal for employers to do this in the U. S?

I applied online to a new hotel they're opening and they didn't get back to me, but then found out they're doing a job fair so I went to that. The job fair was advertised as having "Walk-in interviews" and "On the spot hiring."

There was no "on the spot hiring" as advertised. They told everyone they will be getting back to them by Friday. I was told by my interviewer, after asking myself, that I will hear back from someone by Friday and that training would begin April 1st.

I waited all Friday and didn't hear back from anyone. So on Monday, I called them and was told reviewing the applications is taking longer than expected, and I should hear back from someone on Wednesday. Wednesday came and nothing.

So I called again on Thursday and asked to speak to the hiring manager directly, who conveniently happened to be at a meeting. But I left my contact information and was told I'll either get a phone call or e-mail.

Today was supposed to be the start of training, and still nothing! The job postings are still up. I decided I'm not gonna call them again.

I can't stand this sort of thing! I'm a responsible person. When I give someone a date or time or say I'll do something, I stick by it! But these people seem to have zero care and accountability. What's worse, is if you did this to THEM, you would get an earful!

I'm pissed, because I could be in the French Caribbean at now, instead I have to be at their mercy and can't even make plans, because they might still call me.

Is this normal for American employers to do? Why would they tell me they'll get back to me by a certain date, then not stick by it? If they don't wanna hire me, they should just say so, so I won't waste my time and can do other things.
