You forgot Delphine of the Alien Rangers. She wasn't. Granted, she was only in 10 episodes, plus a 2-parter Zeo team-up, plus appeared unmorphed when the Gold Ranger was rescued in one episode, and appeared again briefly for Billye's farewell.
As for the lack of women in the role in the US? A lot of that is dictated by the Japanese stock footage. So the lack of good female leader Rangers is largely due to Japanese culture, which is not content to confine male headship to just the Church and Home; but believes men should have headship everywhere.
Therefore, they see female leaders as some sort of perversion - especially of a paramilitary unit (which, silliness aside, is kinda what the Rangers are.)
This may seem abhorrent at first, but do realize that retaliation against a woman for rebelling against her family role in Japanese culture is, at worst, exile. (Though, if they've particularly brought shame, they may face pressure toward seppuku.)
Compare that with Islam, where they can be hunted to the ends of the planet and even dipped in acid pools Bond-villain-style for even the slightest act of self-defense or self-assertion, and Japanese treatment of women seems pretty tame by comparison.
Also, Lauren may have been a bitch, but nothing on the official wiki says anything about her being truly evil. Granted, that leaves us with Charlie as one of only two Red Ranger leaders, meaning that half of them are evil.
Weirdly enough, the change was made by BVS because they wanted to have more female Rangers in the show, for purposes of empowerment or some other such thing! Instead, they wound up pissing off Disney, because it then had to deal with the first female leader Ranger since Delphine being a villain. Since then, even with the buy back, SCG has been very reluctant to have any non-aliens on the show be human, female, a Ranger, a leader, and evil for more than a few minutes. Then again, the stock footage plays a huge role in this.
Don't forget Grace Sterling from the comics.
@FBI_Weegee : I never read the comic with Grace in it, but another valid point. It's also clear from my answers that I stopped watching after Ninja Steel, as that season made the show so over the top juvenile that I could no longer bear it. It was always cheesy, but I have limits. So anything from after Ninja Steel hit Netflix, and I can't comment on it. Was very let down that the Lionsgate version underperformed. It should have been culture-shattering, but barely managed in the end to be more noteworthy than the Divergent films.

Delphine, Jen Scotts, Taylor Earhardt (Before Cole joined), Grace Sterling, Kimberly multiple times, Ellerian.
All of these are strong female leaders who aren't evil. Sure sure there was Charlie but I really don't know how Lauren would be considered evil in any way.
