There's million of people with 1-1000 subscribers/followers. That doesn't earn you shit. Especially tiktok doesn't make you money. Tiktok is known for not paying enough. Starting up and making videos is easy, being popular enough to make a living is not.

And yeah, it doesn't matter how you earn money, if it goes above a certain amount, you have to report it and pay taxes. Number changes per country/region.

If you make money (whether that be via YouTube or TikTok), you must pay taxes. There are many people who post videos on YouTube that make no money (basically, no ads) ... they don't pay taxes on their posts.

You need 1000 subscribers, and I forget how many watch hours to even join the partner program. And if you do get in, you can't use copyrighted music if you wanna be paid, but when you do get paid, you barely make shit.
