Why do low income tv show characters have the coolest apartments?

I wonder why tv show directors think it's a good idea to promote living in poorer parts of town, as it's quite dangerous to live in. I mean, at least for myself, I would afterwards wish I could copy these (often female characters) in real life, but in real life, girls' daddies would never let them do that. Instead, anyone with parents who care about them would have to pay the extra money just to live in a safer part of town, meaning that they wouldn't have much money left over for decorating.
