Not always. It can be either a result of story or a result of woeness. The difference is whether it is a result of natural story and personality of characters (that is ok) or is it contrived artificially at the expense of good storytelling to force feed audience the propaganda (wokeness).

Take Senran Kagura for example.

All the main characters are female. There are 4 male characters in the series, yet it is not woke. It is a well-written amazing game franchise with a loveable cast of characters. Its well worth checking out!

Maybe, maybe not. Depends on if you wrote it woke or not. But your original question never mentioned black characters, only their gender. And female characters are not necessary woke. If its a problem for you, just say they are white or Asian, and make sure they are sexy, and your work will most likely not be labeled woke.
