Did Insomniac ever consider putting Harry in the first Spider-Man game in 2018?

In 2018 Insomniac released Spider-Man for the PS4 as well as Spider-Man: Miles Morales 2 years later for the PS4 and PS5. Then they officially released a sequel to the 2018 game in 2023. And this is where Insomniac Harry Osborn makes his first full appearance. In the first game he doesn't appear until the very end. As it's revealed that he was suffering from the same illness that killed his mother. His father Norman made Peter and MJ believe he went to Europe for a long vacation when in reality he was in a tank until Norman could find a cure. Then Harry made another cameo at the end of the Miles Morales although this time we saw the tank from his POV. Finally in 2023 Harry made his full Insomniac debut in Marvel's Spider-Man 2. Where it's revealed his treatment gives him special abilities. Until Peter gets stabbed by Kraven The Hunter at which point it's passed to him. Then after he finally realises that the suit's corrupting him he rips it and stores it in a container on for it to break out and latch onto Harry. Transforming him into Venom. And now with a 3rd game all but confirmed I feel like now would be a great time to ask if Insomniac ever considered putting Harry in the 2018 game as a main character instead of only mentioning him and giving him a cameo at the end
