Well there is the route that involves avoid telling the truth simply convincing your mother that it’s a piece of clothing that you really want.
There’s telling the truth which outside of fairytales has a fair chance to go bad. I wouldn’t recommend this especially if you don’t have any other real supportive outlets.
There’s the option of saving up money yourself and purchasing it yourself.
Don’t think there’s a clear easy option but I’d recommend purchasing it yourself.
I know very little about binders and transgender issues so I’d always advise to do your research in advance and be safe. I’ve heard that binders can be a potential health hazard so use with caution.

you ought to just tell them... putting it off won't make life any easier
You can use plastic wrap from the kitchen. It works the same way. I use it to get a figure around my mid section in certain outfits. Or if you know how to sew make one.
Just be truthful. Shit will kick off either way.

Hmm... 1. is there any chance you could get money off them and buying it yourself secretly? You could (involves lying) ask them to give you money to buy this really cool hoodie or whatever that's limited edition and is gonna sell out and buy a cheap one to show them and hide the binder?
2. Maybe get someone else to buy it for you after you've got the money off your parents telling them it's for a project or some shit? What would they be the most convinced and approving of money being spent on?
3. Or you could tell them it's for back pain or for chest support? (Sounds more legit imo)
4. Perhaps you could just tell them it's an item of clothing you REALLY like and want to buy?
I don't know how strict your parents are or how transphobic so I can't give you great advice. But the first and second idea is the best I have if they're EXTREMELY transphobic. Third and fourth one is the least lying.
You can dm me if you want more ideas. Here in the United States a binder is a folder that holds paper... It's probably something different way you are... What is it?
I’d tell them it’s a piece of clothing that you want
