I would assume they got busted for doing something illegal and agreed to become an informant in order to stay out of jail.

I would stop associating with that person and stay as far away from them as possible because they are dishonest liars and because I don't like rats. They only pretend to be friends but would rat out their own mother in order to save their own skin. They ingratiate themselves with others in order to find a reason to wreck their lives. They are dangerous. I consider them to be the lowest scum of the earth.
