Should I get the cops involved with a women I know feeding raccoons?

My aunt recently moved in with me. One of her friends visited us. Very nice women, but she has mental problems. Well my aunt told me that her friend feeds raccoons and has been since she was a girl. My aunt and I agree that she shouldn't do it because they'll become to dependent on the food, and having raccoons around is just dangerous. My aunt just now told me that her friend said that the raccoons speak to her. Like in English. I'm pretty sure what she's doing is illegal, but I don't have her adress or anything.

I hate to say it but I think the police have better things to do... maybe Animal Control is the way to go? Feeding animals like Raccoons is definitely not a good idea.
