How would you feel?

My daughter attends a military daycare on the base I work on. She has this teacher Hispanic lady, who CONTINUES rubs aquaphor on my daughters body I’ve continuously asked her to stop doing that and her complaints were, “her skin is dry” “ she’s got rough skin” and “her skin feels weird” mind you the ONLY black child and the ONLY child she does this too now my daughter is 1 toddlers don’t necessarily have dry cracked skin or flaky skin. ESPECIALLY since she cannot walk or crawl there is nothing that would ultimately cause her to have the skin description her teacher gives me she has agreed to stop but continues. I really hate it bc 1) over stepping a boundary I’ve asked to to not cross 2) it almost seems either r@c!$t or discriminating but I really Am heated bc she says this in front of other parents and teachers and in front of other kids I feel the environment and the folks around that hear that it’s almost like you dislike my daughter for her skin tone and how it “feels” even though babies don’t understand, they understand enough to know when someone doesn’t like them and things being down to them aren’t done to others she’s bullying my baby this is also the same teacher that allowed my daughter to slam her head on the floor and not get her as she laid there with tears not moving and her head on the floor and her body slightly elevated on a mat UNMOVING what should I do I’ve mentioned several things to the directors yet they do NOTHING water down the incident and move on and keep my baby in that class
