Why do we blame bad parenting for how children turn out but then once they're adults it's their fault for acting out?

You are jumping to extremes "not be affected" doesn't mean you can scream at people or hit physical attacks. Bad parenting is not an excuse for my bad actions because mature people need SELF CONTROL.

Then why do people who were raised poorly statistically turn to crime and such?

While it is true that childhood trauma can and clearly does affect adult behaviors, adults are capable of recognizing their behavior and changing or altering their actions.

If this requires assistance from a professional such as a therapist or above, or if the person can recognize their behavior and draw the connections to their childhood while understanding how to modify their behavior, well that depends on the person.

Because even though our childhood and upbringing might increase our temptation to act out or react to things in certain ways, ultimately it is still the responsibility of each non-memtally disables adult to set aside their emotions and use their brain to make choices.
