Many parents don’t even know how to raise children. They can’t be allowed to give birth. It’s not any child’s fault. They didn’t ask to be born and then be treated poorly until they break free. Maybe they can use AI to determine the tendencies of certain people like :
Would they hit the children?
Would they use a healthy reward system or just prevent the children from becoming the best they can be?
Would their children likely become drug or alcohol addicts due to lack of discipline?
Would they force their children to be in careers they don’t like?
Would they be biased towards any child?
Can they provide a healthy atmosphere for them or do they fight with each other on a regular basis?
Do they want to control every aspect of the child’s life or let them make informed choices?
Would they neglect children? Would they provide the best facilities they can afford or be stingy?
How would they handle situations where the child doesn’t realise that doing certain things can be detrimental for their future, harming themselves or others?
How would they deal with rebellious teenagers? What is their definition of rebellion? Is it simply a girl wanting a boyfriend and nail polishes or something like cocaine snorting and other irresponsible behaviours?
Many Indian parents will fail. I don’t know about others as I’ve only lived here. Maybe they can take lessons, prove themselves and then be allowed to have children. Let me know what you think.

A test would just introduce corruption and tryranny from those who administer the tests. Instead you need strong societies that understand what makes good families
But they can make corruption impossible. Relying on less strict measures has failed. Too many children face problems due to nasty parents
If at any point humans are in authority over other humans, there will always be corruption.
I said AI should decide. Smart and sensible people create that AI that follows the blueprint of an ideal behaviour and decides if they can be allowed or not
Who codes the AI? Who maintains it? Who interprets it? And who enforces its degrees? All of those are corruptible humans.
I guess not all humans are corruptible.
We all share the same human nature, no? The line between good and evil is drawn down every human heart. Each of us has the capacity for great good or great evil.
And anytime you have a human in a position of power, they will have to face that temptation. Even if you achieve your goal and create a system full of uncorrupted humans, it will be a tempting target for those who embrace corruption and eventually they will get themselves into those same positions.
That's called eugenics and no.
