I think there should be drug testing for any incoming parents and I also think that there should be an age limit to how old anyone can reproduce; for women I'd say 30 and men up to 35 or 40 (depending on his background); I say this mainly for scientific and psychological reasons based on my living experience.

Age limit = maximum, not mininum. I think no one under 18 for females and 21 for males should ever have kids.

But….. blood tests don’t prevent pregnancy from occurring. You seem to think it will reduce abortion, but how? Unless you are saying the government should take over our sexual and reproduction rights, is that what you’re saying?
A minimum age of 30 for women? No thanks. I recommend people to have all their kids before their 30’s. That way their are grown and, hopefully, gone from the house by the time retirement comes around.
