What is the best way to deal with a noisy neighbor who has no respect for the people that live around him?

Have a polite talk asking them to cut the noise. If that doesn't work, call the police so they can enforce the local noise ordinance.

I've heard if situations where that doesn't work, so the person set up huge speakers and blasted noise at the noisy neighbors, off and on, all day long, until the neighbor got the idea.

Unless the noise is so objectionable that law enforcement could be called in to solve the issue, there is not much else other than yell at them yourself.

in any other situation, in Germany, it's totally normal to call the police for such a neighbor :D
