How do people raise their kids if they aren’t stable?

How is it possible to raise a baby if you aren’t financially stable or living in your own place? I know people make it work like teen and young parents working part time wanting to be parents. How do they make it work because it’s definitely possible!

A lot of time the kids wind up in the system or else they are abused, My uncle was a cop and he used to say that it was the things that never ended up in the paper was what kept him awake at night
