Why is my boyfriend avoiding spending time alone with me?

We were waiting for a friend. The guy was 40 minutes late, we had no way to contact him, so my boyfriend said we should go meet other friends.

However, I suggested that we should just go to the spot where we first kissed (on a very small park by a river, dark and private) so that we could spend some time alone. That was also the place where we dry humped like crazy teens on the first weeks of dating, so he knew there would be A LOT of making out and probably some.. other stuff. Moving on:

His answer was that it was too windy and cold (well, it was a bit) and he was so tired.

So we decided that he'd just drop me by my house but instead of taking the bus we walked. So our "private time" was basically him walking me home. Which I don't really find romantic.

Halfway there, I suggested that we should stop at a park bench near my house but he said that if sat down, he'd fall asleep. I also mentioned a second time that I would really like to just be with him somewhere private, to which is answer was a laugh and a pet on my head.

I just felt like he doesn't want to be alone with me. I just don't really know why.

Also, he is always talking about how he wants to go to that spot (where we kissed), but we never end up going, as something always comes up (finding friends and stay talking with them, for example)
