Transitioning: going from damaged hair to natural healthy hair without cutting too much, having the damaged hair still be visible.

Big chop: cutting off all the damaged hair and starting anew with a short do.

Ultimately I'd say it's her call and I'd be supportive either way. But I'd imagine that chopping it off and starting fresh will allow you to experiment with different hairstyles as your hair grows back out, and who knows she might find out she likes her hair a little shorter in a different style.
