Not really, but I definitely wouldn't (and wouldn't be allowed to). I accidently left the house without a bra once and yeah, old men and guys can be pretty creepy. I was really uncomfortable the whole time. It probably wouldn't be best for a 16yr old to do either.

Though be mindful that depending on what you’re doing and where you’re going without panties, the “snail trail” might be an issue or you may not want to directly place your butt/coochie in certain surfaces lol.

Greatly depends on outfit, time of year, the persons body type.

lot of variables but no specific necessity other than windy days and public decency etc.

however at your age, I would say just keep wearing them.

I've heard a lot of people don't wear underwear/bra/panties  I remember for the longest time, I would wear my shorts  with no underwear under them but lately been wearing underwear with my shorts

Bras are the most useless and unnecessary piece of clothing in existence. No women should forced to wear them except for medical need. As far the underwear is concerned, no they are not necessary either except for hygienic reasons.
