Women's hips sway. Their butts bounce. Their femurs are set wider because of their pelvic structure, so they tend to be more knocked kneed than men. That bone structure is also what makes their hips sway in order to maintain their center of gravity when they walk. They tend to cross their feet in front of each other when they walk. I think that's the circular motion you talked about.

It is an affectation, a bit like wiggling a lure in front of a fish. The female pelvis is generally wider for child bearing, so there is a bit of a physical reason to some degree, but lots have that extra little twist or wiggle, and probably without even giving it a thought usually.

Honestly it's hard to say because a woman (or man) can train themselves to walk in ANY way they want and it can be contrary to what is most natural for the anatomy. The same woman can walk one way today and a different tonight based on how she wants others to view her. If I wanted to invent a way to find out who is a dude pretending to be a woman, I'd start with a machine that can deduce muscle density... remotely. Would be easy to tell who's a dude and who isn't in the vast majority of cases.

The more masculine walk is domineering as opposed to attractive or “seductive” if I might say. When female politicians or celebrities walk in a more masculine way it is to appear more dominant so they will be taken seriously. Also a lot of the women are more lean and fit as opposed to the men because women aren’t taken very seriously and a lot of them get to where they are because of their looks.
