Well first of all, none of the skirts worn in the picture you chose to be representative of women wearing “mini-skirts” are in fact mini skirts, one of them issn’t even a skirt, its a dress. Those are just skirts, true they are kinda short shirts, but certainly not to any scandalous degree. These are mini skirts:

Now, something like the actual mini skirts above… while they USED to be standard “day wear” fashion when my grandmother was a teen in the sixties, today they are very much a “club wear” only item of fashion. Do I own any mini skirts? Yes, I certainly do. But I would not be caught dead in one during anything other than the late night, and early morning, when heading to, or coming home from dancing at a nightclub with my friends.
As for the “short skirts” you pictured in your question. I can only speak for myself, in saying that particular hemline length is currently fashionable, that’s all, it’s just fashionable! No great mystery, no plan to overexcite men, only so we can reject them. THOSE skirts, are both fashionable right now, and they are stylish, which means they will be in fashion much longer than just an ordinary fashion craze. But I also happen to like the way they accentuate my legs, and since I have larger more muscular thighs b/c of a lifetime of gymnastics, when I find something that makes me feel good about a part of me which I dislike, I want to wear that as often as I can, because I happen to like it when I feel good about myself. Also, given the traumatic adolescence I endured, I happen to especially like feeling good about myself and my body. But when they are no longer fashionable or stylish, I’ll Put them away in the back of my “walk-in closet” (aka the bedroom next to mine, w/ a connecting door installed), and after a year or so, if they do not come back into fashion, I’ll donate them to goodwill!

i've worn miniskirts since i was 12... kind of like wearing them... i feel a need to show off my legs... i think they're pretty nice... and i have a fat butt... so not really into pants or jeans... but i do wear jeans on occasion... i've worn different lengths of miniskirts lately i'm kind of drawn to really really short because it keeps you alert and it's exciting to wear... i really mean that... i'm not ashamed to wear a mini that's just covering my butt cheeks... it's actually acceptable to wear them that short.

i think longer skirts than that are frumpy and look bad. plus everyone my age only wears minis. only people who wear stuff longer than that are like new age or cottage core (if that's still a thing) girls or people from very conservative backgrounds. plus i think they look good and you can't go wrong with them

I don't wear them, they would look ridiculous on me. But I'd say the reasons are probably some or all of the ones you listed. I've known only a couple of girls who ever wore them, but they had long legs they liked to flaunt. If their skirts got any shorter, they'd have had a couple more cheeks to powder and another head of hair to comb.

I've long legs, slim I do cycling for 1-3 hours after work. Every second day. I wear ankle length skirts because I was raised to have self respect. Not show off like some skimpy dimbo who can't land a man without revealing herself.

Funny thing is, is even in those ankle length skirts I get approached by men. Usually quite successful business owners looking for a partner. Not guys after a cheapo for some causal sex & then dumb like old socks once bored
