Desperate for attention, and putting on a facade if they claim otherwise (it's basically a non-permanent face tattoo with the sole purpose of drawing attention by standing out). Over the last few years, crazy hair colors have become synonymous with radical feminists and lesbians, so it would be very foolish to adopt that look if that isn't the message they want to send. It's also extremely difficult to not only make it look good but also maintain it, so it would be better to just use a wig for it, anyway.

To me its a sign that she is a bit of a rebel - calling attention to how she is different form average people. I like unusual / interesting women, so if anything its a positive to me - but only if she is different in an interesting way.

Most women I've seen with blue hair are in their 80s. They have white hair but they dye it this sort of transparent blueish color! I don't get it, but it's their business!
