I think adults should be allowed to wear what they want and little kids should not be allowed to dress up like whores. As for teens my age, I think they should be allowed to dress like whores for Halloween if they want, but I would not do that personally.

No. Adult women can wear whatever they want. As long as it isn't showing private parts (breasts, nipples, butt, vagina) there shouldn't be an issue.
